The National Strategy to develop the digital economy

Decision No. 411/QD-TTg dated March 31, 2022 of the Prime Minister approving the National Strategy to develop the digital economy and digital society to 2025, with orientation to 2030.

Defining “The current context is an opportunity that Vietnam needs to quickly seize, take strong action to develop the digital economy and digital society, develop new business lines, and open up new markets.” and create more new job needs, thereby making a breakthrough to change the national ranking. The task of developing the digital economy and digital society is placed at a high priority in the national development strategies.”

Digital development, with the creation of growth based on digital technology and digital data as inputs, becomes one of the new mainstream development methods for Vietnam to develop quickly, sustainably, inclusively and adapt. and resilient to challenges in a volatile and unpredictable world.

In particular, at point c, Clause IV.1, Article 1 states: “Building, submitting to competent authorities for promulgation and organizing the implementation of a controlled trial legal framework (sand box) for services. new digital economy, the new digital economy business model has not yet been clearly regulated by law.”

In Section III, the goals of Digital Economy Development include:

a) Basic target to 2025

– The proportion of the digital economy reaches 20% of GDP;

– The proportion of the digital economy in each industry or field must reach at least 10%;

– The proportion of e-commerce in total retail sales reaches over 10%;

– The rate of enterprises using e-contracts is over 80%;

– The percentage of small and medium-sized enterprises using digital platforms is over 50%;

– The proportion of digital economy workers in the labor force reaches over 2%.

b) Basic target by 2030

– The proportion of the digital economy reaches 30% of GDP;

– The proportion of digital economy in each industry, field reaches at least 20%;

– The proportion of e-commerce in total retail sales reaches over 20%;

– The rate of enterprises using e-contract platforms reaches 100%;

– The percentage of small and medium-sized enterprises using digital platforms is over 70%;

– The proportion of digital economy workers in the labor force reaches over 3%.
