The information is shared for the National Database on Population System

Circular 46/2022/TT-BCA stipulating the connection, sharing and exploitation of information between the national population database and the national database, specialized databases and information systems. other information issued by the Minister of Public Security on November 4, 2022.

Accordingly, the information to be shared for the National Population Database system is specified as follows:

– Common electronic civil status database, residence database, citizen identification database, medical database and other specialized databases sharing information about public population for the national population database system according to the provisions of law to ensure consistency, completeness, accuracy and timeliness.

– Specialized information associated with citizens (specified in Appendix I issued together with this Circular) when shared by agencies and organizations with the Ministry of Public Security:

The agency managing the national population database, the Ministry of Public Security, is the focal point for receiving, exploiting and using for population management and to meet other professional requirements of the Public Security. units and localities according to their assigned functions, tasks and powers.

This Circular prescribes the principles of connecting, sharing and exploiting information between the national population database and the national database, specialized databases and other information systems; methods of connecting, sharing and exploiting information; conditions for ensuring information security, safety and confidentiality, and inspecting and supervising the connection, sharing and exploitation of information with the National Population Database.

Applicable object:

1. National population database management agency.

2. Agencies, organizations and individuals defined in Article 8 of Decree No. 137/2015/ND-CP dated December 31, 2015 of the Government detailing a number of articles and measures to implement the Law on Public Identity People are amended and supplemented according to Decree No. 37/2021/ND-CP dated March 29, 2021.

Circular 46/2022/TT-BCA takes effect from December 19, 2022.
